This Federal Aviation Administration Skywatch Incident Report records an unidentified aerial phenomenon reported at 05:15 on July 21, 2023. A commercial flight, QXE2063, an E75L flying from Portland to Santa Ana, reported the sighting while southbound at FL250, about 20 nautical miles southwest of LAX. The crew described 10 to 15 stationary lights at about FL230 and took no evasive action. At HQ DEN's request, NORAD checked its systems and found nothing, and the case is marked closed.
