This is a Federal Aviation Administration Skywatch Incident Report, released in 2023, about an unidentified aerial phenomenon on October 22, 2022, and it is marked closed. They described it as a manned jetpack hovering at about 8,000 feet. The New Jersey Counter Terrorism Task Force and the NYPD Aviation Unit were notified.
