This Clinton Presidential Library FOIA release (2006-0483-F), taken from Scheduling Office records, contains Steven M. Greer's CSETI correspondence with the White House. Greer's 15 November 1996 letter asks President Clinton for a meeting before a planned UN disclosure event. A memo sent to senior officials says witnesses would testify publicly unless told by 1 January 1997 that security oaths still bind them. Greer's enclosed briefings claim ET craft were retrieved in 1947. The White House declined the meeting on 6 December 1996.

Along with Project Starlight, which will conduct briefings and an Announcement with or without government cooperation, this subject, and the U.S. government's connection to it, will be known by a very large segment of the population. The Administration would be best served by positioning itself in a cooperative, open, disclosing manner during this process. To do otherwise would be to increase suspicion and mistrust of government in general and the Administration' in particular. ■ Government cooperation and involvement with Project Starlight would afford government valuable input into the process, content and timing of these events. A passive or non-cooperative stance would of course have the opposite effect. a In any case we do not desire, nor do we recommend, the disclosure of certain valid secret projects which are vital to national security or to future defense readiness, including projects at Nellis Air Force Base in area S4, which apparently deal with reverse engineering extraterrestrial technology for human applications. !:respective of the level of U.S. government involvement or cooperation, we wish to assure you that we intend to conduct this project in a way which wilt Rot harm the President. the military, the Government or the society in ceneral. However, due to the high likelihood of extraterrestrial-human i,1teractions in general, and extraterrestrial contact by CSETI research teams specifically, which may be imminent, we are committed to fulfilling this project within the coming year. Furthermore, we are carefully and systematically thinking through what needs to be included in an extended effort that will assure that the response to this Announcement is positive ~nd full of hope.
