This Clinton Presidential Library FOIA release (2006-0483-F), taken from Scheduling Office records, contains Steven M. Greer's CSETI correspondence with the White House. Greer's 15 November 1996 letter asks President Clinton for a meeting before a planned UN disclosure event. A memo sent to senior officials says witnesses would testify publicly unless told by 1 January 1997 that security oaths still bind them. Greer's enclosed briefings claim ET craft were retrieved in 1947. The White House declined the meeting on 6 December 1996.

Providing that leadership on a subject this important would strengthen the Administration's stature in the Post-Cold War era. i.; Insofar as a majority of Americans hold that UFOs are real and are probably interplanetary spacecraft, the President would be viewed in a positive, courageous and possibly even heroic light for cooperating with s~ch an Announcement and briefing process. Similarly, the pubfic would become convinced that a new era had truly begun where government could be trusted to tell the truth; such a perception could go a long way towards erasing the cynicism and mistrust which has developed since the assassination of Kennedy, the Vietnam War, Watergate and other scandals. It would certainly be convincing evidence that the Administration is sincere about building a "new covenant'' with the people and would fulfill the promise of a new .~ openness in government. Mr. Woolsev's comment on ''Larry King Live" · on November 30, 1993, that the Administration wished to "disclose historical material" in a spirit of new openness would be fulfilled by a cooperative relationship with Project Starlight. m We are sincerely dedicated to fulfilling this project in a way which would be a positive event for humanity. We are acutely aware of the profound implications this project might have, both positive and negative, on humankind, in general, and on economic and other systems, in particular. and are therefore making all efforts to prevent a negative or alarmist tone from creeping into the message. U.S. government cooperation in this project would assist us in this goal, and specifically could serve to calm the financial markets in the period of the Announcement. a A major media project, plus a major east coast U.S. newspaper will probably be completing large scale investigative reports on this subject in the next 12 months.
