This Clinton Presidential Library FOIA release (case 2006-0527-F, NSC Records Management, Area 51 folder) contains January 1998 National Security Council records. They concern President Clinton's annual report to Congress under section 6001(a) of the Resource Conservation and Recovery Act. The file includes NSC routing memos, staff clearance emails, and letters dated January 31, 1998 to Newt Gingrich and Al Gore. It also holds Presidential Determination No. 97-35, which exempted the Air Force's operating location near Groom Lake, Nevada from disclosing classified information under hazardous waste laws.
