This Clinton Presidential Library release from the NSC Records Management UFO files (FOIA case 2006-0474-F) contains an October 19, 1995 letter from Steven M. Greer, director of CSETI, to President Clinton, asking to meet Administration officials and seeking protection for witnesses to government UFO operations. The file includes NSC routing sheets, a withdrawal marker for a partly redacted page, and Greer's August 1995 briefing arguing that covert management of the UFO/ETI subject threatens national security.

Greer M.D. Director of CSETI I am enclosing a briefing on the national security implications of the UFOZETI subject, which is being distributed to certain figures in the US and abroad who are connected to national and international security concerns. It is intended to be a brief summary of national security implications for the President, the National Security Advisor and other relevant members of the US national security apparatus. Thank you for your letter of August 3, 1995, written by Mr. James Dorskind on your behalf, and for your consideration of our request to meet with relevant members of the Administration on the UFO/ETI subject. P S: I recently read part of an interview you gave on your childhood - we have amazing parallels in our early lives, yours in Arkansas and mine in North Carolina! We feel that the time has come to permit a number of our witnesses to speak openly about their involvement with U.S. government military and intelligence operations dealing with extraterrestrial spacecraft and related matters. Our witness pool continues to grow, and we would like to meet with relevant members of the Administration as soon as possible to discuss protection for these witnesses. It is our opinion that it is in the best interests of the Administration, and of the American people, to have these witnesses disclose their information in the context of a cooperative effort with the government. At a minimum, these heroic witnesses deserve protection from prosecution for violating national security oaths, and need specific protection from all civil and military prosecution.
