This Clinton Presidential Library file (NSC Records Management, record 9506127) holds 1995 correspondence from Steven M. Greer and his Center for the Study of Extraterrestrial Intelligence (CSETI) asking President Clinton to meet with them and to issue an executive order declassifying UFO materials and releasing witnesses from their security oaths. It includes the Project Starlight Coalition letter of June 4, 1995, a list of 35 enclosed documents, CSETI strategy papers and biographies, and a White House reply of August 3, 1995 that forwarded the meeting request.

C SETI Doctor Richard F. Haines Biography �ichara F. i-fames was born and raised in Seattle. Washington. and attended the Cniversity oi Washington College of Engineermg and Pacific Lutheran College (Tacoma, where he received a B.A. degree in 1960. He was awarded an M.A. and Ph.D. from \1.ichigan State University (East Lansing) in 1962 and 1964. respectively, in the iield oi Experimental Psychology. Haines worked at NASA-Ames from 1967 to 1986 as a research scientist in numerous astronautical programs, including Gemini, Apollo, Skylab. and Space Station. plus many aeronautical programs where he was Manager of the Joint FAA/>!ASA Head-up Display Program and landing simulation research projects. From 1986-1988. he was appointed Chief of the Space Human Factors Office at >!ASA-Ames.directing research and development efforts oi the AX-5 ··hard" EVA space suit. habitability design research for Space Station Freedom. and spacecraft window design. He retired from government service in 1988 and taught at San Jose State University as an Associate Professor of Psychology while working part time as a scientist in the Research Institute for Advanced Computer Science. From 1990 to 1991 he has provided consulting services to NASA in various laboratory activities related to supersonic wind tunnel automation redesign and Space Station Freedom-to-ground bandwidth image transmission reduction. His interest in UFO phenomena spans more than 20-years with special interests in pilot sightings, photographic evidence analysis, and data on Close Encounters of the Fourth Kind. noting that "these areas contain the type of data that will bring us to a successful discovery of the core nature of the phenomena.'' Haines recently founded and co-directs the "Joint American-Soviet Aerial Anomaly Federation' (JASAAF). He is the author of more than 55 scientific journal articles and the editor of UFO Phenomena and the Behavioral Sciences (The Scarecrow Press, 1979). He has written Observing UFOs (Nelson-Hall Publishers, 1980); MelbourneEpisode-Case Studv of a Missing Pilot (LDA Press, 1987); and Advanced Aerial Devices Reoorted During the Korean War (LDA Press, 1990).
