This Clinton Presidential Library file (NSC Records Management, record 9506127) holds 1995 correspondence from Steven M. Greer and his Center for the Study of Extraterrestrial Intelligence (CSETI) asking President Clinton to meet with them and to issue an executive order declassifying UFO materials and releasing witnesses from their security oaths. It includes the Project Starlight Coalition letter of June 4, 1995, a list of 35 enclosed documents, CSETI strategy papers and biographies, and a White House reply of August 3, 1995 that forwarded the meeting request.

* 1993 * » * 15 January. CSETI Executive Council meets and announces the publication of its quarterly journal - JETI - Journal of Extraterrestrial Intelligence. March 6-10. CSETI conducts its first extensive Working Group seminar in Arizona. Using the Contact Trilogy, the two teams visualize and illuminate in the sky an equilateral triangle with circles at each point. The next day such a formation is found within direct view of the CSETI-CPR research site. Throughout the 10-day research period, many anomalous lights are seen and an unusual CE-5 is multiply wimessed by Greer and others on July 27 in the area. On that night, a structured spacecraft made a near-landing only 400-yards from the research team. In the fall, CSETI formally organizes its Executive Council and opens its main office headquarters in Asheville, North Carolina. Dr. Greer semi retires from his hospital position to devote more time to CSETI's operations and ongoing research. February. CSETI begins its official media campaign and public education programs to begin informational briefings about CSETI activities and ETI research. July 20-30. Southern England, Alton Barnes region. A CSETI RMIT team joins Colin Andrews Crop Circle Phenomena Research (CPR) International to study whether a link exists between UFO activity and Crop Circle creations,_O_ne of the_most significant events in the history of UFOlogy transpires.
