This Clinton Presidential Library file (NSC Records Management, record 9506127) holds 1995 correspondence from Steven M. Greer and his Center for the Study of Extraterrestrial Intelligence (CSETI) asking President Clinton to meet with them and to issue an executive order declassifying UFO materials and releasing witnesses from their security oaths. It includes the Project Starlight Coalition letter of June 4, 1995, a list of 35 enclosed documents, CSETI strategy papers and biographies, and a White House reply of August 3, 1995 that forwarded the meeting request.

Greer of Asheville, North Carolina, establishes CSETI, calling it a scientific and visionary project of 60 to 100 years to make assessments about ETI and, ultimately, to establish peaceful interplanetary relationships. May. Doctor Greer addresses the International Association of New Science (LANS), co-founded by former Apollo astronaut-scientist Brian O'Leary, in Denver. Working Group Protocols are established in April for real-time research and diplomatic projects. June 28. Laramie, Wyo., is the site of another CE-5, during which two UFOs are vectored to within two to four miles of a CSETI Working Group. The first outstate CSETI Working Group is formed in Denver. Subsequent groups are established in Phoenix, central and southern Florida, Ft. Collins, Co., Los Angeles, Belgium, and late in '92, Germany. Late in the year, small Working Groups are established during a University of North Carolina conference. A temporary Executive Committee is formed. A March 15 CE-5 occurs in Dandridge, Tenn., near the site of a CSETI research operation. The incident occurred during multiple sightings in that area, including one UFO appearance which the local sheriff video-taped. These UFO activities culminated in May, with the reported landing of one UFO, which left a circular imprint approximately 28-feet in diameter. February 9. In Belgium, a CE-5 takes place with a CSETI team and Belgium authorities and scientists present during a "wave" of UFO activity. More than 3,500 official UFO sightings have taken place in this European capital since November 1989. CSETI History March 14. A dramatic CE-5 takes place in Gulf Breeze, Fla., initiated by CSETI. Three UFOs break into a triangulated pattern, mimicking the light formation projected into the night sky by the local Working Group. One UFO responds in kind to repeated light flashes. The event is wimessed from seven different locations by more than 50 people and captured on video, audio, and photographic equipment.
