This Clinton Presidential Library file (NSC Records Management, record 9506127) holds 1995 correspondence from Steven M. Greer and his Center for the Study of Extraterrestrial Intelligence (CSETI) asking President Clinton to meet with them and to issue an executive order declassifying UFO materials and releasing witnesses from their security oaths. It includes the Project Starlight Coalition letter of June 4, 1995, a list of 35 enclosed documents, CSETI strategy papers and biographies, and a White House reply of August 3, 1995 that forwarded the meeting request.

13 Furthermore, it is our sincere desire that this matter be handled in such a way that neither the government of the United States nor world society in general will be harmed. We would like to extend our offer to help in this process to the fullest extent possible, and recommend that a dialogue on this subject proceed in a thoughtful yet somewhat urgent manner. We also recommend that the international community be encouraged to support and expand a worldwide diplomatic and research initiative to establish increasingly open contact between earth civilization and extraterrestrial civilizations. C SETI has already established such an initiative and is willing to work openly with the international community to advance this process. In advance of any change in policy, and subsequent disclosures, we would advise a concerted effort to confidentially brief select world leaders, leaders in society (including media, religious, business and academic leaders) and scientific__leaders. CSETI, in cooperation with other researchers and organizations, has already begun this process, and welcomes cooperative initiatives from the current Administration.
