This Clinton Presidential Library file (NSC Records Management, record 9506127) holds 1995 correspondence from Steven M. Greer and his Center for the Study of Extraterrestrial Intelligence (CSETI) asking President Clinton to meet with them and to issue an executive order declassifying UFO materials and releasing witnesses from their security oaths. It includes the Project Starlight Coalition letter of June 4, 1995, a list of 35 enclosed documents, CSETI strategy papers and biographies, and a White House reply of August 3, 1995 that forwarded the meeting request.

William Jefferson Clinton President of the United States The White House Washington, D.C. // We, the members of the Project Starlight Coalition, a group of American and international citizens working to effect a public disclosure on the UFO/extraterrestrial issue, respectfully request the following: We feel that these requests are consistent with recent administration actions which resulted in the release of classified information related to the Department of Energy, intelligence satellite photographs, and other documents. We recommend that this matter be handled expeditiously and we respectfully look forward to your reply. That appropriate members of the administration meet with members of the Project Starlight Coalition to review significant evidence and witness testimony related to the subject. That the President issue an executive order to release U. S. government witnesses from their national security obligations/oaths related to the subject so that they may provide public testimony.
