This Clinton Presidential Library file (NSC Records Management, record 9506127) holds 1995 correspondence from Steven M. Greer and his Center for the Study of Extraterrestrial Intelligence (CSETI) asking President Clinton to meet with them and to issue an executive order declassifying UFO materials and releasing witnesses from their security oaths. It includes the Project Starlight Coalition letter of June 4, 1995, a list of 35 enclosed documents, CSETI strategy papers and biographies, and a White House reply of August 3, 1995 that forwarded the meeting request.

I was on board with him in Europe in 1963, June of '63 when he did the Ich bin ein Berliner. He was very aware as far as the alien situation because we had ...we had talked about it because there was an article that came out as far as in Germany about the abductees , something had happened over in Germany. And that's where we were, and we were getting ready to fly to Berlin. And then my question was, very simply put, was do you believe in UFOs and aliens and all like that. And we were having a light conversation about it and we talked and come to find out, he was very knowledgable about what was going on. And we tallked very openly about it. He said, "yes, I have a lot of concern about this and it's been brought to my attention that we have a large number of aliens that have been accounted for." Right. And so that's why I'm saying that that was of concern, you know, as to what, you know, what was going on. And I said, "why don't we know anything about it?" I said, "why aren't we doing something about it, why aren't we visiting with them, why aren't we working with them, why doesn't anybody know about it?!" And he said, "it's out of my hands". I remember that. I remember that so distinctly. "It's out of my hands." And I don't know why. What he said in 1963 was, "I would like to bring it to the public".
