This Clinton Presidential Library file (NSC Records Management, record 9506127) holds 1995 correspondence from Steven M. Greer and his Center for the Study of Extraterrestrial Intelligence (CSETI) asking President Clinton to meet with them and to issue an executive order declassifying UFO materials and releasing witnesses from their security oaths. It includes the Project Starlight Coalition letter of June 4, 1995, a list of 35 enclosed documents, CSETI strategy papers and biographies, and a White House reply of August 3, 1995 that forwarded the meeting request.

Greer M.D., CSETI Project Starlight RE: Executive Order Releasing UFO/ETI Witnesses and Documents Please advise as soon as possible concerning how we should proceed with this matter. Respectfully, PO Box 15401 • Asheville, NC 28813 • 704-254-9650 • Fax 704-254-8660 We have received commitments from various participants, including a well-known astronaut with first hand exposure to the subject. In advance of this meeting we feel that it would be prudent to explore the implications of this meeting and subsequent disclosures with the Administration, and to secure an Executive Order releasing these witnesses from their National Security Oaths/Obligations. We feel that these developments should go forward in a cooperative manner with the executive branch of the U.S. Government, and thus are requesting a brief initial meeting with relevant members of the Administration. Greer, M.D. International Director We have received approval from Mr. Laurance Rockefeller for the sponsorship and funding for a high level meeting of military, astronautic and government witnesses concerning the UFO/ETI matter. This meeting will take place in May 1995 in the United States, and will be designed to obtain first hand testimony from senior military and government witnesses. Steven M.
