STRATEGIC POLITICAL CONSIDERATIONS:
Doing so would not only be the fair and just thing to do, but would position the President
Since most current operations are largely privatized and/or 'black', and probably beyond practical
Presidential access, the most effective action for the President to take would be to :
Neither the Congress nor the courts would have appropriate powers or jurisdiction to release these
individuals for public testimony/ disclosure.
Because of these factors, the only timely and appropriate means for obtaining protection for these
potential witnesses is at the level of the President of the United States, via executive order.
1. Issue an Executive Order releasing individuals from their national security oaths related
to this subject, as it pertains to historical involvement before 1975 or 1980.
As mentioned in an earlier Briefing Document for the Clinton Administration, given to DCI
Woolsey on 13 December 1993, the historical connection of the US Government to this subject
will come out during the disclosure process. The Clinton Administration would be best served
by positioning itself so that it would appear to be cooperative in the disclosure process.
Otherwise, it may be unfairly accused of 'cover-up' , even though current operations related to
ETI are largely privatized, or 'black budget' activities, and not directly linked to the President.
Nevertheless, as legal head of the US Government, the President will be viewed as either a
protector of the status quo, or a courageous leader who, at the minimum, facilitated the disclosure
of this material.
As set out in Project Starlight documents, and as previously presented to Director of Central
Intelligence Woosley, it is our sincere desire to orchestrate this disclosure process and
announcement in a unifying and non-political manner. Indeed, it is our intention that the process
be as global and as inclusive as possible, taking care not to alarm or offend any culture or
government. Our overall strategy is designed so that this disclosure will exert a positive, unifying
effect on humanity, thus transcending the usual fractured surface of human life, while
simultaneously establishing the foundation for future inter-planetary relations.
Since some of these wimesses are willing to come forward even without an executive order, and
since we possess adequate evidence to make a definitive case for the existence of these
spacecraft, which will be presented in the worldwide media, it is in the best interests of the
United States, its government and the President to move decisively in the direction of
cooperation.
2. Issue an Executive Order releasing from all Government Agencies and Departments all
documents related to this subject which date from the above period (ie prior to 1975 or
1980)
