This Clinton Presidential Library file (NSC Records Management, record 9506127) holds 1995 correspondence from Steven M. Greer and his Center for the Study of Extraterrestrial Intelligence (CSETI) asking President Clinton to meet with them and to issue an executive order declassifying UFO materials and releasing witnesses from their security oaths. It includes the Project Starlight Coalition letter of June 4, 1995, a list of 35 enclosed documents, CSETI strategy papers and biographies, and a White House reply of August 3, 1995 that forwarded the meeting request.

CSETI Dr. Howard M. Schachter, Ph.D. Biography -- Dr.-Ffo\\"ara-S--ch-a:chter is currently engaged in private practice, integrating the - complementary roles of therapist, researcher and educator in the service of stimulating and guiding the process of transpersonal realization (the mindful integration of ego transcendence, ego completion and healing). By nature, Dr. Schachter is a bridge-builder, harmonizing perspectives on reality whose applied synergy confirms and fosters living the "perennial wisdom" spoken of in many spiritual traditions. The views include: existentialism, applied phenomenology, experientialism, depth psychologies, ecological psychology, applied systems practices, and holism, Eastern, Western and Aboriginal approaches to human bio-psychoenergetics, transpersonalism and spirituality, and traditional as well as alternative practices focused on adult and child clinical interventions, psycho-neuroimrnunology, addictions, experimental psychology, and dream/sleep psychophysiology. The result is a proactive synthesis of healing, research and education empowering individuals to transcend harmoniously their patterns of self-limitation and other disempowering influences. During the past five years, Dr. Schachter has worked extensively with individuals experiencing cancer in their lives, and those who have experienced what mainstream science and mental health professions have traditionallv dismissed as 'anomalous' events. The latter range from spiritual awakenings to near death experiences, out-of-body experiences and UFO contact. In the Summer of 1992 he became directly involved in the CSETI Initiative. He considers integral to his life's path the establishment of fully conscious, peaceful. and mutually enhancing spiritual, diplomatic and scientific educational relationships here on earth as well as with civilizations and individuals visiting our planet. To this end, he is involved in CSETI at both the organizational leadership and the applied, field work levels. He received his B.A. (Psychology) from McGill University (Montreal), M.A. (Psychology) from Ottawa University (Ottawa), and Ph.D. (Psychology) from Carleton University (Ottawa). Both his post-doctoral and fellowship involved working with cancer patients. At present he is also doirlg substance use research. He was born in Montreal Quebec, Canada in 1955. Dr. Schachter is married to Rachel Ingber Schachter, the mother of their beautiful children. Davida Erin and Joshua Adam, and a prominent business woman in Canada's Capitol community of Ottawa. 21
