This is a White House email release covering February 1998 to August 2000. It is a set of Exchange mail records with attachments. One item is the President's February 19, 1998 remarks to a DNC dinner in West Orange, New Jersey, which includes a joke that young people think seeing a UFO is more likely than drawing Social Security. Other items are a joke 'Redneck Driver's License Application', an AP story about Chilca, Peru, where locals credit UFOs for the mud's powers, a Blair Witch Project article, and a Baltimore Sun article forwarded by the White House Situation Room about UFO FOIA requests to the NSA.

The people cc along behind us in the 18 years thereafter are a much smaller group. Thf work their whole lives and say, you may be young but at least you'll hay basic thing for security when you retire. behind them are a smaller group. Only now do we have people in schoo kindergarten through the 12th grade, that are a bigger group than the bal boomers for the first time ever. But it's going to take a while before all c them are in the work force. So this is arithmetic. The other thing we have to do, though, is to level with people. People re now — almost nobody retiring now — can maintain their standard of livii Social Security. So we also have to do more to help people save for thei retirement and be honest with them and level with them and say, you're to have to do this, but here is an attractive way to do it - and make it as ea possible. I think that's very, very important. We should save Social Sect In 1959 there were five people working for every one person drawing Si Security. And everybody knows -- there are surveys which show that young peop believe it is more likely that they will see a UFO than that they'll every draw Soci; Security. (Laughter.) But it's not a big, mysterious problem. When Sock Security was set up, you couldn't draw until you were 65 and the averag expectancy was less than 65. Now the average life expectancy for Amer And this is an election year so it's tempting for people to say, well, here' what I'll promise you with my surplus —I'll give you a tax cut or I'll give a spending program or whatever. I think it is a terrible mistake. I don't tl we should spend a penny of the surplus until we have secured Social Sei for the 21st century. (Applause.) 1 But if we make small changes now, and if we husband our money now, we look at some options for what we can do to make sure we're getting the possible rate of return as long as it's a secure and safe return, then we ca look at people like the people who have served us here tonight who are
