This release contains White House Exchange Mail records dated January 1998 to October 1999. Most of it is a transcript of a January 29, 1998 press briefing by Press Secretary Mike McCurry covering Iraq, Iran, the budget and the Lewinsky inquiry, plus a 1998 presidential speech. An October 19, 1999 email among Transnational Threats staff forwards a Florida Today article on how scientists expect alien contact would spark a media frenzy rather than a cover-up, describing the 1989 SETI detection protocol.

Finally, let me say that the First Lady came up with what I thought was
wonderful idea, which is that we ought to try, as we move up on the nev
century
and a new millennium, to imagine what kind of gifts we'd like to give tc
future. And we have a program called Honoring the Past and Imagining
Future.
In the past, what we're trying to do is to preserve our country's most imj
heritage. It's going to cost us at least $13 million to preserve the Star
Spangled Banner. It's in trouble. We have to redo how we keep and mai
the
Constitution and the Bill of Rights and the Declaration of Independence
Every one of you has in your community, one or two buildings, one or t
monuments, an old cemetery, something, that is a very important part ol
heritage. And just as we go crazy over the Internet and the future and all
this looking at the future, we ought to think about marking the millennft
saving the past for our children and our grandchildren.
Then as we look to the future, I think the most important thing we can d
invest in research so we that we can accelerate the beneficial impacts of
this change. We're going to have to take the heat. It's going to be easier i
make biological and chemical weapons and get airport malaria, but it wi
more
good than bad if we take advantage of it. So I propose to double the rest
budget for the National Cancer Institute. The genetic research we are do
now
offers the prospect in the fairly near future of literally unlocking a genet
code that will enable us to deal with most known forms of cancer; to
dramatically
increase the overall budget of the National Institute of Health and increg
overall research, including research in space. I want to build a space stal
at three football fields, in the sky. It's a good thing to do. We will learn <
lot from doing it that will help us here on earth, and I hope you will sup]
that.
But let me end where I began. The world is becoming smaller. Technok
revolutionizing everything. Knowledge is doubling every five years. Bu
we
really have to do is make all this work for us by preserving the integrity
