This Clinton Presidential Library folder holds NSC cables from January 1999 to December 2000, filed under the heading "Flying Saucer or UFO". A withdrawal sheet lists eleven cables that were withheld in full or in part under Presidential Records Act and FOIA restrictions. The released cables include an FBIS summary of a Bogota TV newscast, which notes that a UFO photograph printed by El Espectador was a hoax. They also include a US Embassy Beijing report on Quanzhou, Fujian, and a Vladivostok cable on Governor Yevgeniy Nazdratenko.

At the request of the Eighth Region governor, the Interior Ministry asked that a visiting judge be assigned to investigate the disappearance of university student Jorge Matute Johns last December. Following the lack of success of the investigations, the State Defense Council will also become a party in this case. Remarks by Eighth Region Governor Jaime Toha. (1 min) 2. The Totolo Observatory also saw the images transmitted by Television Nacional de Chile last night, which UFO-ologists thought could be an UFO. However, the observatory reported that the images correspond to an airplane at high speed leaving a vapor trail, which in this time of the year reflects an orange color early in the morning and late in the afternoon. (1 min) 3. If Pinochet's immunity is removed based on assumptions, his family believes he should be given the opportunity to prove his innocence. Thus, they do not agree with him undergoing medical tests, which may lead to an acquittal. Remarks by attorney Pablo Rodriguez, who pointed out that it would be very damaging to his image if Pinochet cannot prove his innocence. He added that the dignity of the individuals should be respected, therefore no tests should be taken against his will. Remarks by attorney for the plaintiffs Hugo Gutierrez, who indicated that he believes that the Army will do the same thing they did with retired General Manuel Contreras [who is serving time in prison for the murder of Orlando Letelier in Washington], because nobody is above the law and everybody is subject to the rule of law. The government and Unicef will commemorate Children's Day on 8 August with a national cultural celebration. Activities will be organized throughout the country to create awareness of children's rights. On that day access to museums and other cultural activities will be free. Remarks by First Lady Luisa Duran, who said that the best present for children would be to learn to respect their rights, especially those who are most vulnerable in society. This will take place after President Lagos announces the government's policy on children in Punta Arenas. (1 min) 5. The National Small and Medium Enterprises Council demanded that the government provide immediate and global solutions to the large debts of the sector. Furthermore, Economy, Energy and Mining Minister Jose de Gregorio affirmed that the authorities are committed to the development of small and medium enterprises.
