This Clinton Presidential Library folder holds NSC cables from January 1999 to December 2000, filed under the heading "Flying Saucer or UFO". A withdrawal sheet lists eleven cables that were withheld in full or in part under Presidential Records Act and FOIA restrictions. The released cables include an FBIS summary of a Bogota TV newscast, which notes that a UFO photograph printed by El Espectador was a hoax. They also include a US Embassy Beijing report on Quanzhou, Fujian, and a Vladivostok cable on Governor Yevgeniy Nazdratenko.

charged that not four but eight persons were found there. Of these there were two dead and two missing, over which the Colombian authorities have no reports. This fact gave rise to a protest note from the Venezuelan Government to the Colombian Foreign Ministry. The Venezuelan agents claimed that the persons arrested had been subjected to tortures and mistreatment.

According to Colombian authorities, "Esteban" had the mission of buying 5,000 rifles to be taken to the demilitarized zone [DMZ]. The weapons would enter by air and waterways. One part of the shipment would be hurled from small aircraft in Llanos de Yari and another part taken by boat to San Jose de Ocune and Barranco Mina by men of "Negro Acacio." Some of these weapons, according to sources of the authorities, would be sold to residents of the DMZ for 1.2 million pesos for each rifle. Apparently the residents of Vistahermosa reportedly were the first to receive the weapons, according to judicial authorities.

A Delicate Topic [subhead]

However, the matter appears to be more delicate than just the connection between Venezuelan gunrunners and Colombian guerrillas. According to investigations carried out by Colombian authorities, one of the commanders of that group is Venezuelan. He is Ruben Dario Bravo Gomez a.k.a. "Malandro," for whom there is an arrest warrant out for drug trafficking issued in October 1997 by the prosecuting attorney's office 19, belonging to the Regional Directorate of Prosecuting Attorneys of Oriente.
