This Clinton Presidential Library release holds NSC cables in a folder filed under "Flying Saucer or UFO" and dated February 1995 to May 1996. The withdrawal sheet shows three cables were withheld, among them "UFO Sighted" and "Paranormal Phenomena". The released cables include a US Embassy Baku media roundup and an FBIS summary of Peruvian television that mentions a UFO congress in Curitiba. An FBIS translation of Cuban radio reports a landed oval object near Torriente, Matanzas, and three objects seen over Sancti Spiritus in October 1995.

[end recording] [Havana PRENSA LATINA in Spanish at 2114 GMT on 20 October carries the following Sancti Spiritus-datelined report: ["Three UFOs were spotted over Sancti Spiritus city, 350 km from Havana, on the morning of 19 October. ["Fidel Herrado Valdes and four other residents reported seeing UFOs during their night watch duty in an urban area of the city, one of the first seven villages that the arriving Spanish colonists founded in Cuba. ["Herrado Valdes told PRENSA LATINA that at 0305 local time on 19 October, he saw 'three round objects flying quickly through the sky in triangular formation from north to south before turning east and disappearing.' [""This surprised us all. It was a very quick sighting that alerted us all. They looked like three saucers with very little sheen and made no noise as they moved. They looked like small moons,' Herrado said. ["The authorities report that this is the first time that UFOs have been spotted on this part of the island. A very similar sighting took place in Torriente, Matanzas Province, earlier this week.
