This Clinton Presidential Library release collects NSC cables from February 1993 to November 1994 that were filed under the heading of flying saucers or UFOs. Five cables are withheld on national security grounds. A US Embassy Zagreb update from February 1993 reports Croatian press coverage of a Russian Ministry of Defense "UFO dossier." Two FBIS translations follow. One covers UFO-oriented sects in Peru and a sighting at Huaraz. The other covers UFOs that Interior Ministry personnel saw in Las Tunas Province, Cuba, on 29 October 1994.

The sect Evangelic Association of the Israeli Mission of the New Universal Pact is headed by the campesino Ezequiel Ataucusi, a reincarnation of Christ according to his followers, who was a candidate for the Peruvian presidency in 1990. In August 1992 this sect was held responsible for the murder of 11 people and the police arrested Wilmer Lozano, who apparently ordered the killing of the "sinners" for being fornicators, bigamists, and thieves. In 1991 a man was tried in Lima for the murder of his wife while trying to "expel the devil from her," because according to a religious sect whose services he was attending the woman was possessed by evil. The Messengers of God, successors to God's Children in other parts of the world, have a strongly sexual inclination, and claim that "we cannot exclude sex as a means of attracting souls and saving them for Jesus." In addition there are the Mormons, or the Church of Jesus Christ of Latter-Day Saints, evangelicals of all kinds who strongly supported the candidacy of current Peruvian President Alberto Fujimori, Lutherans, Presbyterians, Methodists, Baptists, Pentecostals, Jehovah's Witnesses, Adventists, Seventh Day Adventists, Greek Orthodox, Christian Scientists, Islamic Beneficience, and dozens of other sects. Hinduism, the Rosicrucians, and the religions of Japanese origin also have their representatives. The Hare Krishnas shave their heads, wear saffron robes, and have founded branch organizations in several Peruvian cities. The religions of Japanese origin are the Sekai Kiusei Kyo; Sukiu Mahikari, to which former Peruvian soccer player Hugo Sotil, who also played for Barcelona of Spain, was affiliated; the Seicho No Ie; the Tenkirio Church, and the Messianic Church. In Peru there has been freedom of religion since 1915, when the article of the Constitution that granted privilege to the Catholic Church over any other was abolished. According to Bishop Luis Bambaren Gaztelumendi of Chimbote, the northern Peruvian port, some "sects politicize religion and take politics as something sacred." He seems to have been referring specifically to the Evangelicals, who helped Fujimori win the elections. The bishop said that sectarianism in Latin America is based on fundamentalism and on a literal interpretation of the Bible. "The sects have proliferated, and are continuously splitting over not interpreting the Bible correctly," the bishop said, adding that the development of these sects is due to a lack of priests, as the sectarians preach with no theological basis to many Catholics who are unable to defend their faith.
