This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

I wanted to convey to you,..., views on our extra•terrcstrial visltor5
popularly referred to as " UFO's", and sug!)est what might be done t o
properly de~I with them.
I; I bel i eve that these extra•terrcstrial vehicles and their crews are
visiting this planet frOIII other planets. which obviously arc a little
~re technically advanced than we are t>erc on earth. I feel that
we need to have a ~~P level, coordinated program to scientificall y
collect and analyze data frNII a ll over the earth conccmlng any t yp~
of enco""tcr, ~nd to deter~ ine how best to interface with these visitors
in a friendl y fash ion. We may first have to show them that we have
learned to rcsc-lve our problcr.,s by peac-e f ul r.,cons, rather than warfare.

I should point out that I•~ not an experienced UFO prof~sslonal
researcher. I have not yet had t t,e privl legc of flying a uro. nor of
111Cetlng the crew of one . I do feel tl~t I am sOIKWhot qualified to discuss
them ,Ince I have been Into th• fringes of the va5t ~rea, in which they
0 travel . Also, I d i d have occasion in 1g51 to have two days of ~bservation
of 1111ny flights of them, of different sizes, flying In fighter for111atl~,
generally frOC11 east t o west over Europe. They ~r• ot a higher altitude
than we could reach with our jet fighters of that tl111e.
I would also like to point out that 111:1st astronauts are very reluctant
to even discuss UFO's due to the great nll!Cers of people who have indcs-
crlmlnately sold fake stories and for9ed documenls abusin~ their naaies
•nd reput•~lon, wi thout hesitation. Those few astl'Ofleuts .-tlo h•vc continued
