This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

His Project became inactive afterl953. In the meantime in 1968, Dr.P. Millman. as bead of Upper Atmosphere Research Council, to restore his scientific fiasco before the U.S • Condon Colllllittee'a Scientific Study of UFOs (p.553-4) bad degraded to "unofficial home work" the deceased W. B. Smith's Project Magnet. Dr. Killman in hi• infoniation to Condon Committee member Prof. Roy Craig carefully silenced the truth that ~he Canadian Defenae Staff established co- operation with the U.S. Joint Chiefs of Staff in continental defense agai.nst the UFO Forces (Janap 146D-E), made redundant bis scientific study of the L-------------------- UFOs.
