This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

1 Steven M. Greer, M.D. Steven M. Greer, M.D. is the founder and international director of the Center for the Study of Extraterrestrial Intelligence (CSETI), the only worldwide organization dedicated to establishing peaceful and sustainable relations with extraterrestrial life forms. He is a medical doctor specializing in Emergency Medicine, and is the former chairman of the Department of Emergency Medicine at Caldwell Memorial Hospital in North Carolina. He is a lifetime member of Alpha Omega Alpha, the nation's most prestigious academic honor society for physicians. He has studied and worked in the U.S., Europe, Caribbean and Israel, and served for three years at the World Centre of the Baha'i Faith in Haifa, Israel. As International Director of CSETI, Dr. Greer has led research teams around the world in establishing preliminary contact with extraterrestrial civilizations, and has appeared on numerous national and international news programs, including Larry King Live for two hours in October 1994. He has worked extensively with senior government, military and civilian leaders around the world in spearheading and coordinating a definitive announcement concerning the detection of extraterrestrial life forms. Dr. Greer lives in Asheville, NC with his wife, Emily, and their four daughters. 18
