This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

Beyond this, such a policy of openness, with the resulting disclosure of the exis\ .mce of extraterrestrial life, could be a wor1d unifying event which would serve the over-arching goal of world peace. Suddenly, the earth would indeed appear as one homeland inhabited by one people. In advance of any change in policy, and subsequent disclosures, we would advise a concerted effort to confidentially brief select world leaders, leaders in society (including media, religious, business and academic leaders) and scientific leaders. CSETI, in cooperation with other researchers and organizations, has already begun this process, and welcomes cooperative initiatives from the current Administration. Furthermore, it is our sincere desire that this matter be handled in such a way that neither the government of the United States nor world society in general will be harmed. We would like to extend our offer to help in this process to the fullest extent possible, and recommend that a dialogue on this subject proceed in a thoughtful yet somewhat urgent manner. We also recommend that the international community be encouraged to support and expand a worldwide diplomatic and research initiative to establish increasingly open contact between earth civilization and extraterrestrial civilizations. C SETI has already established such an initiative and is willing to work openly with the international community to advance this process.
