This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

Did the ball Just fall off or was it shot out.. .... W. No. it didn't act exactl} hkc it recoiled. It came out from under it. It Just fell - almost be like you would drop sometlung out. I· Did it go straight or did 11 fluner'! W: It went straight. I But the light - did n st.a~ solid'? It didn't disintegrate or anythmg'? When that ball dropped off, 1t went straight down. Did that light continue moving on? W · I tell you what ll reall~· reminds you of.. I. Right Okay. W: .. .is when you plug into an outlet and the fire flies from it. That's what it actually reminded me of if you'd multiply that b) uh 500 times. J-2: You said it was about like the light from a JOO wan lightbulb. What apparent size did it appear to be? W. It was a glow of light. When I said a JOO watt lightbulb I was refemng to about the size of the glow that a JOO watt lightbulb would put out. I: Okay. Jet's, let's go in before the sketch then. Here's an apparent size chan. Okay. What we're going to do here is get an idea so we can visually feel just ho" big it was. Like to have you to hold the chan at arm's length and •~· to visualize that if you had that chan that rught and could hold 11 up at the nearest point. what bright circle there would completely surround the glow so that so you couldn't... W: Are you talking about the light or the whole thing'! J Well. at this point I guess the light. the hght itself. or 1s 11 bigger than that. Maybe.
