This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

l POINTS SUPPORTING AN EXECUTIVE ORDER TO RELEASE WITNESSES FROM NATIONAL SECURITY OATHS AND TO DECLASSIFY DOCUMENTS RELATED TO UFOs/ETI > I. Such an Executive Order (EO) would permit witnesses to speak openly about the historical aspects of the subject without fear of legal action against them. If no substantive information is forthcoming from such witnesses, then at least the 'air would be cleared' on this issue, and if major disclosures are forthcoming then an end to inappropriate secrecy would be effected. >II. Should significant disclosures occur without an EO, the President would be viewed in one of two equally damaging ways: I If the President and Executive Branch of the US Government maintain that they did not know anything about a subject this important, Presidential stature and credibility would be significantly damaged. /If the President and Executive Branch maintain after such an unsanctioned disclosure that they knew of the subject, but were not connected to the disclosures, the President may be accused of supporting a cover-up, which would be unfair in light of the actual facts of how this subject has been covertly handled. >ill. An EO would restore public faith in government in the long run, since such an order would be seen as an act of support of democratic principles, as opposed to the maintenance of the covert status quo. >IV. The EO would fully utilize the powers of the Presidency to terminate certain 'black projects' activities which appear to be operating out of the constitutional chain of command. While certain aspects of reverse engineering of extraterrestrial technology ( and other matters) may not be fully accessed through this EO, it would enable definitive witness testimony to be disclosed. Effons to keep the President, the Executive Branch in general and the Congress 'out of the loop' would thereby be neutralized. >V. Provided that the disclosure process (as conceived by Project Starlight) avoids xenophobic, fear-inducing and militaristic overtones, the EO would set events in motion which would usher in a new era of global awareness and unity. The world community could begin the long awaited dialogue on the implications and promises of initiating early interplanetary relations. > VI. In summary, the risks of not providing an Executive Order on this issue far outweigh the risks of doing so.
