This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

Have him do a 180 and come back. And much higher. H: Okay. Pedro. you get that lnterceptor now. Pedro: Okay. Okay. H: You got him? Pedro? Pedro: Alright, just a minute. Okay. Tower reports an object about 15,000 foot higher. I'm not picking up anything now. H: You're not picking up the lnterceptor. Pedro: I can see a long __. A: I've lost contact with Alpha Lima.... H: Yeah. he's flying ... A: But I have the object in sight. It's much higher that it was, though. H: Okay. Alpha Lima's gonna climb to 40,000. A : Oka)•. H: Okay, Pedro. Tum your height finder to Zero Three Zero degrees. A: Have Alpha Lima show a landing light. Pedro: No contact at Zero Three Zero. H: Hold Zero Three Zero. Search 15 degrees either side Zero Three Zero. Pedro: Okay. O : Okay. Tower. Turning Alpha Lima Zero One Pon Two Five Zero should bring him straight in over the top of you. A: Over the top of us again? interceptor still holding Two Five thousand. T H: Right. He's climbing. He's climbing to 40,000. Pedro, he'll be climbing to 4.000. 40,000, I'm sorry. 15
