This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

Flying Zero Nine Zero. right over the top of you. A: Are you gonna come east. uh west-east over me then? P: Right. A: Right. What did he find out there to the west? P: He lost his contact. A : I still have a contact out there. P : Oh you do? Visual? A: Yes. P : ls it one of these objects? Does it look the same as the rest of them? A : No. This one uh just appears to be a flashing. Nothing red or green at the bottom. P: Oh. I see. Could be something else. A: Tum steady at Three Four Zero. H: Uh. Pedro? Pedro: Roger. H: What the azimuth on that ~uest you just had? Pedro: Again? H: Give me an azimuth off of this request. Pedro: Alright. 11
