This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

A: Those three are. This one is very h.igh. The bright one is very high now. When I first observed it. it
didn't appear to be no more than 5.000 feet and about over the __.
CC: Oh? For heaven's sakes. Well. it looks like it's well up there now.
A: Yes sir. I have made a guesstimate at 40,000.
CC: Yeah.

A: I have - well of course. that's just my eyeball on it.
CC: Yeah.

0 : Okay. Our night finders are locked on them.
Paul: Oh. they are?
0 : Boron (?) says they have them locked on.
0 : What do. what do they say they are?
0 : Stand by just a second.
0 : Okay. What is the altitude on them? 11,000?
0 : Well. I don't know whether the night finders are locked on or not. They're saying 8.000.
0 : 8.000. huh?
0 : Yal.
0 : (another) What do you have for distance on them?
0 : Standby.
A: I have to say more than 8 on this one I see.
O: Ycab. it looks like a reaJ fine star. Does it show any perceptible movement?
A: Well sir, it has moved. That's the thing. It has moved.
