This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

A: You know. we have a lot of traffic. WelJ. not a lot of traffic but we have some traffic moving in that

0 : What are they doing?

0 : Hmmm. How big an object would you say they were?
A: That'd be hard to say.
O/P: {laughs} It's very hard to say. From the distance, from what I have judged to be the distance and
the altirude of these things..
0 : Uh-huh.
O/P: ....the closest one to me has the. about the area of two stars. About twice as big as a normal star and
very bright.
0 : lltis is Captain Clark back on again.
0 : Yes, Captain Clark! What did you find out out there?
CC: On that bright star now. let's see if I have the right one, coming down and to the right slightly you
find three that are in kind of a "V'.
0 : That's the ones you're looking at?
A: Yes sir.
CC: And then I see one on the bonom bar of that V. the V kind ofauns up to the right.
A: Yes sir.
CC: Between the two bottom stars, and I see one that does seem to be twinkling red.
A: Yes sir. That one in the center now appears to be the one that's doing it.
CC: Yeah.
A: More than the other one. Earlier the big bright one was blinking. He has quit now.
CC: Yeah.
A: The three to the south...they seem to be..one of them will blink and then it will be the other one and
then another one.
