This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

They are all rising and the weathennan in Base Ops has been observing these things all night with me and be has been using reference points to U)' to judge if they're moving. 0 : Right. 0 : And be confirms that they are very much b.igber now than what they were. They are, they are definitely going up. 0 : Do you have any estimate on the altitude now? 0 : I'd hate to venture a guess. I would say something like maybe 30.000-40.000. but now this is stnctJy ·way out .....off the eyeball guess. 0 : Not on my low altirude ? 0 : No sir. I wouldn't say. Not nearly what they were. At first sighting on that one. I would have judged it's altitude to be no more than. at the most, 5.000 feet 0 : Well. we had some measured altitudes bul but said UFO officer was gonna want us to take a look. We were waiting to go. But I haven't heard anything yet from him. 0 : I don't think he's made it to Base Ops yet. 0 : Well. I told Sgt. Homer to ask him why be was ...... and tried to get a decision then. but I haven't heard anything. O: Well. I wanted this captain down here at __ to see it before we went or something. I can't make out any red lights anymore.. (two voices talking at once). One is still definitely flickering. Well. they're all still flickering but they are so far away now I can't make out the red light It was like there was just a small red light on the bottom of it like an obstruction light of some type. 0 : Did anybody talk to the Navy down at Miramar. Ontario - in that area to see if they launched anything? 0 : No sir. I haven't talked to anybody. All I've talked to are all the people here. Tower operator at George. 0 : We'll see if we can get a hold of them down there. I think we can get a line we can get a line t<i them, they might know... 4
