This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

Under way from Puerto la Cruz, Venezuela to Santa Cr uz de Tenerife, Canary Island. At 2152 GMT, the ship's position was N 240 ~o• W31° 15'. tbrth Easterly wind, force 5. Low heap of clouds (Cumulus} drifting with the wind. Oarometer 1023 Mb. Temperature ! 23°c. At 2152 hrs. GMT (1852 ship time}, the lookout on the port wing of the bridge reported a lighting obj ect in the sky, in northerly direction. As I came out on the port wing of the bridge, I saw an intense blue fire-tongue which with enormous speed came in the direction of the ship. I ran to the telepho:-:e and called the Captain, and without waiting for a reply, I took the binocular s and ran out on the starboard wi ng of the bridge, and I then saw the object through the binoculars as it passed the ship. The object pa ssed just aft of the ship, altitude approximately 200 td 400 metres, and it passed well bel ow the clouds. There were bright st~rs and moonlight between the low clouds, and I could clearly see the contour oi t he object's upper part. It has the shape of a cigar, and I could clearly see a row of square windows, and a weak, yellow-orange light was seen from the inside. Jhere were neither s ign of wings nor rudder. The objec t had a blueish tail of fire, which were most concentrated near after part, and further away was spreau out. A little more behind the object, I could see countless numbers of glowing ba 11 s, and from each ba 11 was a b1ue ray emi na ting backwards from the object. (See sketch.} The length of the fire-tongue was assumed t o be assroximately .100 metres. The object seemed to be much biger than any known type of air- plane. The object had an enormous speed and was seen for about 30-40 seconds, ind within this time it went from the tlorth to South horizon. Its approximate course was 1aoo. In spite of the enormous speed and though it passed cl cse,- no sound was heard. The lookout on the port wing of the bridge, able seaman Hernandez Ambrozic said that it first seemed as if the object lifted frrnn the water, and then went in a northerly direction and suddenly changed its course toward us . The helmsman, ordinary seaman tla!"cisso Guillen, had also the opportunity tc !:.ee the object jus t as it had passed the ship. On the poopdeck the object was observed by the mechanic ._\Jan Hernandez ar,d messman Ignacio Suarez. Their statement corresponds completely to mine . I can certainly say that it was not a usual plane, ~ocket, meteor or a f i r e- ball type of lightening . r • • J ~
