This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

U.S . Navy Admiral James S. RUSSEL, Vice Chief of Naval Oper ation super-
seded MtRINT communication instruction in the year of 1959 justifies, that
from 1952, the Joint Chiefs of Staff in unanimity with the Canadian defense
forces had extended the territorial warning network to the whole American
continent, and the Atlantic and Pacific waters.
In the Foreword Admiral Russel strictly emphasize t hat "TIMELY RECEIPT OF
REPORTS OF SIGHTINGS WILL ENEBLE MILITARY FORCES TO TAKE PROMPT DEFENSIVE OR
INVESTIGATIVE ACTION."

merchant ships and fishing vessels and radio officers with
the prc,cedures for reporting vital intelligence sightings.
The reyorts are desired for early warnj ng in defense of the
North J.merican Continent, United States and Canadian Terri-
tories and Possessions. Timely receipt or reports of sightings
will enable military forces to take prompt defensive or
