This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

OBSERVER'S DESCRIPTION: The formation of three planes was flying from Cta to
Granada when a spherical luminous source was sighted, which successively changed
color from green to orangish-yellow to ruby-red. The object passed under and
behind the formation .

OBSERVER ' S DESCRIPTION: While passing in a climb above Barragem de Castelo de
Bode (12HOO) at 2000' QNH, and at the base of the clouds at 2300' the pilot saw
an object partially covered by the clouds .
Having commenced a left turn, he asked the Tancos tower if there was any
traffic reported in this area. Informed that there was not, he continued his
turn, asking the tower to contact Batina to ascertain the existence of ~ir
activity, unidentified by Tancos. in the area.
Upon having turned about 31• 50' to the left. the above-mentioned object
appeared at eleven o'clock approximately 6 (six) meters away.
He had the feeling of standing ~till in comparison to the object, the
speed of the D0-27 being 110 knots (126 mph).
After having sighted the unidentified object. he straightened his wings ,
since the former had disappeared in the clouds about 3 seconds later.
As a consequence of the D0-27's rapid shift, it went into a steep nose
dive. very pronounced and uncontrollable. The pilot worked the controls in an
attempt to pull out of the dive, but the plane did not respond. He even went
so far as to cross the controls.
The plane quickly reached 146 knots {168 mph) and then right aw4y 180
knots (207 mph). The pilot continued trying to pull out of t he dive, vhi ~h
he succeeded in doing only relatively close to the ground, and he had the
feeling that he had brushed the trees in that area, but after the landing, he Not linked to a story yet.
