This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure.
