This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

12 Nov 75 (0?48Z) - Second UFO in same area reported. Appeared
tc, be sending a beam o! light lo the ground intermittently. At 0ZS0Z
object disappea :-ed.
12 Nov 75 (CZSlZ) - Reported that both objects have disappeared.
· Never had any joy (contact) on radar.
13 Nov 75 (0951Zl - SAC CP with UFO report. P-SAT team en route
from R-3 Lo R-4 saw a white lite, movin(; from c.i sl to west. ln sight
approx 1 minute. No determination o! height, mov inc towards Brady.
No contact on radar.
19 Nov 75 (1327Z) - SAC command post report UFO observed by
FSC & a cook, observed object travelling NE between M-8 c\nd M-1
