This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

· 7 Nov 7S (103SZ) - Received a 4:aJ.l from the 341st Strategic Air
-Command Post (SAC CP), saying that the following missile locations
reported seeing a large red to orang~ to yellow object: M-1,
L-3, LI.MA and L-6. The general object location wou1d be 10
:iles south of Moo:e, Montana, and 20 miles· east of Buffa.lo,
Montana. Commander and Deputy for O~erations (DO) informed.

7 Nov 75 (l203Z) - SAC advised that the LCF at Harlowton, Montana,
observed an object which emitted a light which ill:w:iinated th~
site driveway.
7 Nov 75 (l3l9Z) - SAC advised X-l says very bright object . to
their east is now S.jutheast of them and they a.re looking at it
with l0xS0. binocul~•• · Object seems to have lights (several)
on it, but no clisti:.:t pattern. The orange/gold object overhead
also has small ligh~ on it. SAC also-advises female civilian
reports having seen an object bearing south from her position
six miJ.es west c·f L-~"ist£?wn.
7 Nov 75 (l327Z)' ·- :,-1.' reports that the object. tc their northeast
seems to be issuing a black object from it, tubular in shape.
:tn all this time, s.:.rveillance has not been able to detect any
sort of · track excep~ for known trufic.
7 Nov 75 (l35SZ) - :i:-1 and L-1 report that as the sun rises, so do
the objec~s they bz.v~ visua1.
7 Nov 75 (l429Z) - From SAC CP: As the -sun rose, the UFOs dis-
appeared. commander and DO notified.
