This is a CSETI Project Starlight comprehensive briefing document, prepared by Steven M. Greer, M.D., director of the Center for the Study of Extraterrestrial Intelligence, and dated April 1997. It contains CSETI position papers arguing that the US government secretly holds extraterrestrial craft and that covert management of the subject threatens national security, along with letters to President Clinton seeking disclosure. It also includes government records, among them an FAA Charlotte Tower re-recording of a December 1977 police helicopter sighting.

Dear Mr. President:
We, the members of the Project Starlight Coalition. a group of American and international
::itizens working to effect a public disclosure on the UFO/extraterrestrial issue, respectfully
request the following:
That appropriate members of the administration meet with members of the Project Starlight
Coalition to review significant evidence and witness testimony related to the subject.
That the President issue an executive order to release U.S. government witnesses from their
national security obligations/oaths related to the subject so that they may provide public
testimony.
That the President issue an executive order to declassify and release currently classified
materials, documents and evidence related to the subject.
We feel that these requests are consistent with recent administration actions which resulted in
the release of classified infonnation related to the Department of Energy, intelligence satellite
photographs, and other documents. We recommend that this maner be handled expeditiously
and we respectfully look forward to your reply.
