This file from the Agency Liaison records in the Clinton Presidential Records contains a 1997 report by Steven M. Greer of CSETI on its Washington briefings of April 7 to 11, 1997. The report describes a closed briefing that nearly 30 congressional offices attended, a briefing at the Pentagon and a background briefing for the media. It calls for open congressional hearings with 107 identified government witnesses. The file also includes Mark McCandlish's 1989 cutaway drawing of an "Alien Reproduction Vehicle."

The time has come for the world to know that we are not alone in this vast universe. The era of excessive secrecy, which is so corrosive to a free and democratic society, must end. Working together, we can create a truly open and free society, which through much deliberation and wise efforts, may someday take its place among other planetary civilizations.
