This FOIA release from the William J. Clinton Presidential Library, case 082451CU, holds a White House correspondence tracking worksheet and letters from October 1994. The Ronald Reagan Library and the National Archives gave formal notice that they planned to open about 167 pages of Reagan Presidential records on UFOs and the "Operation Majestic 12" document on November 7, 1994, in answer to a FOIA request from Lee M. Graham. On October 24, 1994, White House Assistant Counsel Marvin Krislov replied that the Counsel's office had no objection to the release.
re ives ·Nationa A. l h. ------------------------------- October 7, 1994 The Honorable Lloyd Cutler Special Counsel to the President The White House Washington, D.C. 20500 Dear Mr. Cutler: Washington, DC 20408 In accordance with the requirements of the Presidential Records Act, 44 U.S.C. 2201, the regulations promulgated thereunder, 36 C.F.R. 1270.46 and Executive Order 12667, this letter is our formal notice to the incumbent President of our intent to open selected Reagan Presidential records on November 7, 1994. In response to a Freedom of Information request (NLS F94- 043) submitted by Lee M. Graham the records proposed for opening consist of approximately 167 pages of material relating to UFO,s and the "Operation Majestic 12" document. This material has been reviewed for the six PRA restrictions that President Reagan imposed and the four remaining FOIA restrictions. President Reagan's representative, Cathy Busch, is also being notified of this proposed opening. In accordance with the requiremeuts stated in Executive Order 12667, a final review has been conducted for any materials that might raise a "substantial question of Executive privilege'' if opened. The final review has been completed and the Reagan Library staff has not identified any items within the material proposed for opening that might raise a "substantial question of Executive privile�e," as defined in Executive Order 12667. Pursuant to section 2(b) of EO 12667, "e intend to disclose the above described Presidential records on November 7, 1994 unless we receive an objection or claim of privilege from your office.
