This Clinton Library FOIA release (case 2006-0476-F) comes from the White House email records file labeled "WHO (Roswell)" and covers December 1996 to September 1997. It includes withdrawal sheets and public emails sent to the President. One email is Nicholas Greene's December 1996 essay arguing that extraterrestrials exist, which cites Roswell, astronaut sightings and Michigan reports. Other emails forward a transcript of a Milton William Cooper speech and a Claude DiDomenica essay about Roswell and Corso.

Before I get to the theory, some explanation of the terminology I use is in

Dear President- Clinton:
The article below ,may be of interest to you, as you grapple=20
with how/when to deal with the beings living along side us.
Perhaps all the planes crashing are being shot down, because=20
the powers that be that run the "UFO Show" won't acquiesce to=20
the demand that the government acknowfedge UFO reality. This=20
is just a theory ... :-)
I would like to know your official position on this subject,=20
as I do not expect your real opinion, for "National Security','=20
reasons.
