This Ministry of Defence file, released through The National Archives and published by The Black Vault, holds the MOD's 2002 handling of Dr David Clarke's requests for UFO documents under the Code of Practice on Access to Government Information. It includes the MOD's 9 December 2002 reply, which covered reports from 1976, 1980, 1993 and 1996 and charged £260. It also contains internal emails and file requisitions, plus Foreign Office and United Nations papers from 1978 on Grenada's proposal for UFO research.

Analysis of observations

Correlations made at different levels enable.it to be said that in about 8~
of cases, "Strange" observations are ~thout any possible doubt, due to known
. aero-space phenonena. They show from the evidence that the observer bas indeed

se~n, and observed accurately a phenooenon that was strange to him, but which
exists in reality sine~, on the basis of trds description his statement can be
correlated with aero-spatial or physical 11events11 which have indeed occurred
at the site of the observation and at the stated time: it is therefore improbable
that the- remaining unexplained cases &.ilould be pure invention.
Analysis of observations
For the sa~e ~f ~bjectivity, in France only unexplained operations of the same
phenomenon by at least two adults have been retained for scientific analysis.
The volume of observations thus retained for th~ period 1951-1975 is about 150
cases, which represent 8% of the initial volume of observations. The following
information may be drawn from these:
