This Ministry of Defence file, released through The National Archives and published by The Black Vault, holds the MOD's 2002 handling of Dr David Clarke's requests for UFO documents under the Code of Practice on Access to Government Information. It includes the MOD's 9 December 2002 reply, which covered reports from 1976, 1980, 1993 and 1996 and charged £260. It also contains internal emails and file requisitions, plus Foreign Office and United Nations papers from 1978 on Grenada's proposal for UFO research.

2. The official transcript has been provided by the RAF Air Attache
ill Paris, who has also confirmed the vievT of thE- French I-Tinis·iiry of
Defence on the subj~ct of Unidentified Flying Objects (See tJmexes A-D).
3. The key points in M Galley's statement at Anne~ B are that:-
,.
a. there are things about UFOs which are not understood
and have not been explained.
b. "\'le must adopt an extremely open attitude of mind to
this, not put into doubt the sincerity of pecple
(reporting ill'Os) •••••• but at the mo:rr.ent it is really
far too soon to draw the least conclusion" •
.
4. In vie1v of the French Ministry of Defence (Almex C) may be
snmmarised as follmrs:-
a. "The role of the Air Force staff consists sol~ in
estimating whether certain information amongst the
evidence they receive is likely to affect national
defence: this is not in fact so •••••• No acts of
aggression. either against persons or property, civilian
or military, have been detected".
b. "The phenomena cannot, at present, be analysed by means
of known measuring instruments •••••• \·ihilst maintaining
an open mind, we must restrain ourselves from hasty
conclusions regarding the nature and origin of the
phenomenon and accept the fact that this problem, like
many others, remains su.spended in space".
5. These statements are not significantly different from the line
taken by 1<IOD. 'tle have been telling Parliament and the general public
for years tha·i; rie do not dismiss the possibility that intelligent life
could exist in O)..l.ther space bu.. t tha·t; -r,re. have not the resources to
irr~estigate the nature of alleged Unidentifiea Flying Objects.
