The Black Vault · 492 pages · text from the file's own layer

This Ministry of Defence file, released through The National Archives and published by The Black Vault, holds the MOD's 2002 handling of Dr David Clarke's requests for UFO documents under the Code of Practice on Access to Government Information. It includes the MOD's 9 December 2002 reply, which covered reports from 1976, 1980, 1993 and 1996 and charged £260. It also contains internal emails and file requisitions, plus Foreign Office and United Nations papers from 1978 on Grenada's proposal for UFO research.

.-To w.te, none of the observe::-s has succeeded either in taking photographs
e UFOs landed on the ground, with or without occupants, or in recovering
pieces of such objects.
Apart from some traces seen or. the ground, no object has been reported or
recovered by observers, which would enable us to prove the material existence
. of UFOs.
Scientific point of View
It would be pointles-s to believe that observation of unidentified space .,.
phenomena is the prerogative of our civilization and that it dates back only
to the start of this century. The first observat:J.ons of these manifestaions
which are not based on the subjective interpretations of "Ufologists11 { 1)
dato back to the first known writings. The 11Ufologists11 thilik that certain
writings, drawingn D.nd sculptures, particulazoly those of the South American
civilizations make it possible to date these manifestations back to the
origin of primitive civilizations.
~oday, as in the past, this phenomenon is only very rarely revealed by
scientific instruments, whilst visual observations abound. Therefore, in
order to achieve greater objectivity, we shall not waste our time in giving a
resume of any one sighting, but we shall present the overall aspect of- the
phenomenon as it can be deduced from the work of the CNES, where Mr Jean-claude
Poher, Assistant Head of the scientific pro~ammes division, is the link with
the airforce in resp~ct of .the. study of these strange phenomena.
Sampling of the population of French observer~
The distriba~ion of French observers by occupation can be Sl~ized as follows.
It shows that no one privileged social"·'stratum exists in this sphere:
• astronocers· : -~ technicians : 2($
