This document is a NASA Public Affairs Office release of Gemini 7 air-to-ground commentary, and the archive lists it as issued by the U.S. Department of War. It records astronaut Frank Borman telling Houston "we have a bogey at ten o'clock high" and describing hundreds of small particles passing three or four miles away in what looked like a polar orbit. Jim Lovell describes seeing the booster tumbling at his two o'clock position. The PAO says the bogey was the third object.
