This FBI file release, Part 14 of the Bureau's UFO file, collects correspondence and memoranda from 1960 to 1968. Much of it concerns Joseph Perry of Grand Blanc, Michigan, whose moon photograph appeared to show a saucer-like object. The FBI passed the slides to Air Force OSI at Selfridge AFB and said repeatedly that it was not investigating. The file also covers a Denver lecture about space people, an anonymous Dallas informant, a NICAP subcommittee, and form replies stating that UFOs fall outside FBI jurisdiction.

/ Memorandum TO : MR. MC DERMOTT DATE: 6/14/77 FROM : J. COCHRAN, JR. SUBJECT: WHITE HOUSE INQUIRY RE UNIDENTIFIED FLYING OBJECTS (UFO) Stanley Schneider of the Office of Science and Technology, White House, telephonically contacted me today to inquire as to the Bureau's procedure for handling information received from the public or otherwise, relating to sightings of UFOs. He advised that Jody Powell of the President's staff has raised the question as to whether or not there is any coordination within the Executive Branch relating to information concerning this subject. He stated that the U.S. Air Force had closed their investigation of these matters several years ago and currently does nothing but refer such information to appropriate local authorities. I advised him that as far as the FBI is concerned there appears to be no conceivable jurisdiction for us to conduct any inquiries upon receipt of information relating to a UFO sighting and, in the absence of some investigative jurisdiction based upon the information furnished, that information would be referred to the Department of the Air Force without any action being taken by the Bureau.
