FBI file: UFO, UFO Part 14

This FBI file release, Part 14 of the Bureau's UFO file, collects correspondence and memoranda from 1960 to 1968. Much of it concerns Joseph Perry of Grand Blanc, Michigan, whose moon photograph appeared to show a saucer-like object. The FBI passed the slides to Air Force OSI at Selfridge AFB and said repeatedly that it was not investigating. The file also covers a Denver lecture about space people, an anonymous Dallas informant, a NICAP subcommittee, and form replies stating that UFOs fall outside FBI jurisdiction.

the public. The fact remains that millions of people continue to see these UFOs and the public still doesn't know what they are.

"It is our purpose in organizing ICARF to find the answer to the UFO mystery, and give the facts to the public. And in order to do this we will need the assistance of every person concerned. Persons with movie and still cameras are particularly needed, for the emphasis is on photographic data, despite the fact that sightings with binoculars and telescopes, sound detector and ham radio stations are also very important in the process of our research.

"All persons interested in setting up observer posts who can devote from one to three hours a day on skywatch, and who can be relied upon to have their cameras loaded and ready to photograph these objects should immediately contact us for full information. Adult Skywatch clubs, high school groups, science clubs, industrial groups and individuals in general are all particularly asked to join us in our search for the answer to the UFOs.

Also attached is a 3 in. by 5 in. plain card with the handwriting "Please confirm publication or return forms with reason for refusal. Thank you." Signed "Missouri Filter Center; ICARF".

Mr. stated that this is a peculiar request and therefore he was bringing it to the attention of the FBI as he questioned the motives behind this organization's purpose.

The original letters are being submitted to the Director.

Kansas City Division is requested to check its indices on ROBERT T. STONE and the Inter Continental Aerial Research Foundation, and conduct such inquiry as it deems appropriate.

Inasmuch as there is no further investigation, in the St. Louis area, Kansas City is being considered the Office of Origin.
