Documents / FOIA release
This FBI file release, Part 14 of the Bureau's UFO file, collects correspondence and memoranda from 1960 to 1968. Much of it concerns Joseph Perry of Grand Blanc, Michigan, whose moon photograph appeared to show a saucer-like object. The FBI passed the slides to Air Force OSI at Selfridge AFB and said repeatedly that it was not investigating. The file also covers a Denver lecture about space people, an anonymous Dallas informant, a NICAP subcommittee, and form replies stating that UFOs fall outside FBI jurisdiction.
"All persons interested in setting up observer posts who can devote from one to three hours a day on skywatch, and who can be relied upon to have their cameras loaded and ready to photograph these objects should immediately contact us for full information. Adult Skywatch clubs, high school groups, science clubs, industrial groups, and individuals in general are all particularly asked to join us in our search for the answer to the UFOs. "Contact us at the address above." INTER CONTINENTAL AERIAL RESEARCH FOUNDATION *FORM OP-2* Also attached was a three inch by five inch plain card with the handwriting "Please confirm publication or return forms with reason for refusal. Thank you." Signed "Missouri Filter Center; ICARF." Mr. stated that this is a peculiar request and therefore he was bringing it to the attention of the Federal Bureau of Investigation as he questioned the motives behind this organization's purpose. No further action in this matter is contemplated by this Bureau. Should additional information be received, however, it will be forwarded promptly to you. The files of this Bureau contain no information identifiable with Robert T. Stone or the Inter Continental Aerial Research Foundation.
