FBI file: UFO, UFO Part 14

Federal Bureau of Investigation · 141 pages · text by OCR

This FBI file release, Part 14 of the Bureau's UFO file, collects correspondence and memoranda from 1960 to 1968. Much of it concerns Joseph Perry of Grand Blanc, Michigan, whose moon photograph appeared to show a saucer-like object. The FBI passed the slides to Air Force OSI at Selfridge AFB and said repeatedly that it was not investigating. The file also covers a Denver lecture about space people, an anonymous Dallas informant, a NICAP subcommittee, and form replies stating that UFOs fall outside FBI jurisdiction.

"NOTICE!

"To All Concerned:

If anyone has seen any unidentified flying objects known also as flying saucers--or knows anyone who has seen them since January 1st, 1957, please contact us immediately, giving full names and addresses of the witnesses to these sightings.

"We are in the process of setting up UFO observer Posts all over the United States, Canada, Europe, Alaska, Australia, Japan, England, Africa, and South America. And each state, province or region will have its own filter center which will serve as a receiving station for all UFO reports and other associated data, a distribution point for material from headquarters, and as a general secretary for ICARF.

"Our filter-observer network is expanding by leaps and bounds, but we are still far from our goal.

"The Air Force investigation has either gone underground, or else they have the answer and are hiding the fact from the public. The fact remains that millions of people continue to see these UFOs and the public still doesn't know what they are.

"It is our purpose in organizing ICARP to find the answer to the UFO mystery, and give the facts to the public. And in order to do this we will need the assistance of every person concerned. Persons with movie and still cameras are particularly needed, for the euphasis is on photographic data, despite the fact that sightings with binoculars and telescopes, sound detector and ham radio stations are also very important in the process of our research.
